Can i file a lawsuit against my elderly neighbor for harassing my kids?

this lady is around 70 and she can be really annoying and constantly insulting my daughter and has even chased them with a hose. note that my daughters are all under 16 and my youngest is 5.i am sick and tired of this can file for a law suit and possibly have her taken into a home were she can get help? i am scared that she may harm them one day. i have some videos of her out break and a lot of witnesses to prove that she is not well in her head. i try not to argue with her but i can NOT TAKE IT ANY MORE. My daughter is even scared to walk by her house coming home from school
